This innovative approach was successfully pioneered on recent projects within Los Angeles and Orange County. As a student at Brigham Young University, Mr. Barlow was one of the primary developers of the WMS software. During and since that time, he has worked on numerous consulting projects using the WMS software for various clients across the US and internationally.

The Hydrology manual serves as a guide for hydrologic studies within Los Angeles County. The manual contains current standards and procedures, examples, runoff coefficient charts, and maps of rainfall isohyets and soil types.
